DESCRIPTION:
Under the general direction of the Public Works Director, serves as the City's representative on project sites for the inspection of storm and sanitary sewers, paving and sidewalks; and project meetings. Performs plan and specification interpretation. Serves as first contact for contractor and citizens on assigned projects. Provides technical support for other civil engineering tasks citywide.

EXAMPLES OF ESSENTIAL DUTIES:
The following duties are normal for this position but dependent upon the level of skill, ability, and experience of the individual. They are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Inspects ACC and PCC paving projects, including testing of materials for air entrainment, slump and collecting samples for compliance tests. Checks for proper placement of reinforcement steel, checks forms for elevation and location.

Inspects sanitary projects, including those in subdivisions. Checks for line and grade, material quality, proper bedding and backfill procedures and pipe connections. Observes air test, manhole (deflection) test and manhole leakage test. Performs weir infiltration test of trunk lines.

Inspects storm sewer projects, including pipe and structures such as intakes, manholes and box culverts. Checks for line and grading, jointing of pipe, material quality, steel placement and forms used for structures. Tests concrete if using PCC poured on site (air test and slump).

Relates to general public, contractors, consulting engineers and their staff as well as other government agencies on a daily basis. Records ongoing and proposed projects.

Inspects driveways and sidewalks, including checking forms for elevation and checking grades for compaction and elevation.

Utilizes computer hardware and various software for project quantity accounting, daily project diary, and other functions as needed.

Operates City vehicle to and from and around sites to perform City duties.

Observes subgrade preparation for paving, including compaction activities, cutting/filling to plan elevation and observation of testing firm using nuclear density gauge and proof rolling for checking soil densities.

Assures that the City's mission, goals and objectives are fully supported and initiated.

Creates and reviews intermediate and final pay estimate quantities for projects.

Prepares and reviews punch lists for final acceptance of projects or occupancy permits.

Responds to Right of Way permits to verify signs, safety and specification compliance.

Performs sewer wye location research.

Performs other duties and responsibilities as assigned.

TYPICAL QUALIFICATIONS:
Associate's degree in Civil Engineering Technology plus 3 - 5 years related work experience; or High School Diploma or equivalent plus significant experience. Project management experience preferred. Must possess and maintain a valid Iowa driver's license or have ability to obtain within 30 days of hire. Ability to handle confidential information in a sensitive manner. FT Paramedic (PM) or Eligible RN

Paramedic Department – City of Forest City, Iowa

Job Description:

The City of Forest City, Iowa, Paramedic Department is seeking to fill a Full-time and a PRN Paramedic (PM) positions. (RN eligibility to Paramedic is an option). Forest City Paramedics work along with the Forest City Ambulance Service staff to provide Forest City and surrounding areas the most advanced ALS services. 

Our Paramedics provide direction and supervision during emergency calls and must be self-motivated, confident and possess excellent PR skills. We currently run 24 hr. shifts and have sleep quarters on site or, if they meet residency requirements of the department, they can respond from home during the night portion of shift.

Forest City has a brand-new Ambulance Center, and the on-duty Paramedic responds to 911 calls with our first out Response unit to quickly assess and start treatment, even prior to the ambulance crew arriving. Forest City Ambulance has the latest state of the art equipment, such as new and current ambulances and response vehicles.  All vehicles are equipped with transmitting LP15s, Lucas 2 devises and numerous other current equipment, and our ambulances are equipped with Stryker power-lift cots, as well as Stryker Power load systems.  The applicant will be responsible for ensuring that proper BLS and ALS care is provided, managing the operation of emergency vehicles, restocking supplies, completing PCR’s and having the skills to interact with Medical Control and ambulance staff to provide a seamless loop of care.  The applicant must deliver proper verbal and written reports on actions taken and complete daily duties as assigned.  Forest City Ambulance responds to approximately 1,000 calls per year, with a transport time to ER ranging from 30-60 minutes.  We do less than 10 hospital-to-hospital transfers per year.

Water Distribution Manager

City of Creston Water Works

This is supervisory and technical work involving responsibility for the direction and operation of the City of Creston water utility system. Under general direction from the General Manager, the successful candidate will manage all aspects of Water Distribution Operations, including staff management, preparation and monitoring of departmental budgets, planning, encroachments and right-of-way management, customer service, and the management of distribution systems and water quality issues.

The Distribution Manager is responsible for the operation, management and maintenance of all distribution facilities including but not limited to pipelines, pump stations, control vaults, storage tanks, and metering equipment; Distribution fleet and equipment; Distribution shop and other facilities. It is expected that the Distribution Manager will provide highly responsible and technical assistance to further the district’s mission and goals relating to operations, asset management, backflow prevention, billing and metering, water quality, and capital improvements.   • Evaluates and determines timing for complex water distribution / transmission main / water treatment plant shutdowns and works closely with Water Treatment Plants, Utility Services Divisions, Planning, Facility Design & Construction, Pipeline Construction, Pipeline Design, and Development Services Divisions to coordinate work and scheduled shutdowns.

Other Functions

  • Expected to respond at any time during operational emergencies.
  • Monitors and comments on proposed federal, state, and local government laws and regulations affecting water operations.
  • Serves as Manager when so designated.
  • Performs a wide variety of complex engineering calculations, analyses and computations.
  • Reviews facility plans, master plans, feasibility reports and other technical reports for impacts to the water system.
  • Performs other related duties as assigned.

Required Knowledge, Skills, and Abilities

  • Comprehensive knowledge of principles and practices of water distribution systems; ability to coach and supervise water operations staff
  • Thorough knowledge of the principles and practices of civil/environmental engineering practices
  • Must possess the knowledge and skills to effectively access and involve other agencies, internal staff, the general public, public officials, and special interest communities and groups
  • Demonstrated ability to communicate effectively both orally and in writing
  • Ability to use PC and office software such as Outlook, Word, Excel, Access, and PowerPoint in the conduct of day to day business

Education and Experience

  • High school diploma or equivalent.
  • Five years’ experience or equivalent work experience in an engineering, construction, or water utility environment with exposure to all aspects of general engineering and construction of a major water distribution system. Strong electrical and plumbing knowledge preferred.
  • Management and budgeting experience preferred
  •  Possession of a Class 3 Distribution Operator Certificate or higher, or the ability to obtain based on experience and education, is required by July 1, 2018.
  •  Excellent benefits & pay commensurate with experience, starting salary range $55,000 to $65.000.
  •  Must live within 5 miles of the city service area. Work outside of normal business hours may be required.

Shift Supervisor

Muscatine Power & Water has an opening for a Shift Supervisor. Electric Line Worker

Laurens Municipal Power & Communications (LMPC) is currently looking to fill the position of Electric Line Worker.  LMPC is seeking an individual to work in the construction, maintenance, repair, and operation of a 100% underground 12.5 KV distribution system, with two 69/12.5 KV substations and two diesel generation plants capable of producing 9 MW of power.  Being a highly industrious community, the majority of our peak load is the result of our competitive rates drawing business and industry to our service area.

Applicant requirements include:

  • Must have or be able to obtain an Iowa Commercial Driver’s License – Class B
  • Must have or be able to obtain an OSHA approved crane operator certification.

Central Iowa Power Cooperative (CIPCO) is currently searching for a Journeyman Substation Electrician to join the team in Creston, IA. This position is responsible for substation maintenance, construction and inspection.

 

Responsibilities

  • Assist in training journeyman and apprentices
  • Use various forms of electrical testing equipment, computers and instruments in installing, maintaining, and servicing substation equipment
  • Perform tests, inspections and troubleshooting of substation equipment with detailed record keeping
  • Keep abreast of new equipment installed and test equipment required to maintain equipment
  • Perform infrared testing surveys
  • Collect, test and analyze oil and gas samples
  • Underground fault locating
  • Install and maintain metering and associated equipment
  • Install and maintain batteries and associated equipment
  • Operate vehicles, aerial platforms, and equipment necessary to perform the job
  • Inspect vehicles and equipment for proper operating conditions.
  • Climb ladders and structures as required
  • Switching of line and substation devices
  • Install protective grounds
  • Construct and maintain substations and associated equipment  

Requirements and Critical Success Factors

  • Completion of an Electric Utility Technician program or equivalent training/experience, plus completion of an apprentice program.
  • Class A Commercial Drivers License (CDL)
  • Commitment to safety and career development
  • Ability to work from construction prints, wiring diagrams, and instruction books, as well as make sketches of wiring circuits and keep prints up to date

Utility Line Worker

The Bancroft Municipal Utility and the City of Bancroft are currently looking to fill the position of Utility Line Worker. The utility is seeking an experienced individual to work on electric lines, both overhead and underground systems. Three or more years experience working with high voltage lines and large scale generators is preferred. Some of the duties include:

  • Day to day operation and maintenance of utility electrical distribution system
  • Operation of diesel generators as needed
  • Working with staff to maintain a continuous, up to date inventory of all goods and supplies
  • Assist with all record keeping relating to municipal utilities operations
  • Assist with the completion of all regular reports including those required by state and federal agencies, NIMECA, the city council, and others as needed
  • Assist with water and wastewater systems
  • Other duties as assigned

The job consists of a 40 hour work week, Monday through Friday; however, during systems disturbances and emergencies, longer hours may be required. Applicant must be willing to accept a scheduled “on call” basis during weeknight and weekend time, generally every other weekend, and have the ability to exercise tact and diplomacy in public contacts. The applicant must reside in the city limits of Bancroft or other location as approved by the city council. The successful candidate will have completed a formal technical training program for utility line workers, graduated from an accredited high school or vocational school, or possess any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Desired qualifications for this position include:

  • A minimum of 3 years experience as a utility line worker.
  • Preference will be given with experience in electric generation, water treatment and distribution and wastewater licensure. If the successful candidate lacks any of these credentials, it is expected he or she will secure these qualifications within a reasonable time frame agreed upon at the time of hire.
  • At minimum, a class B commercial driver’s license with air brake endorsement or the ability to obtain such.

Facilities Maintenance Supervisor

Muscatine Power & Water has an IMMEDIATE opening for a Facilities Maintenance Supervisor who will be responsible for providing supervisory and maintenance tasks to the assigned MP&W facilities as well as direct preventive and corrective maintenance programs to ensure that Utility facilities are in optimal condition. This position will work under the responsibility of the Manager of the Water and Utility Services Department and will act as a direct supervisor to Facilities Maintenance Technicians and housekeeping staff.

Specific Responsibilities:

  • Ensure all Muscatine Power and Water facilities and grounds are maintained in a safe, clean and operational manner.
  •  Establish preventive and corrective maintenance schedules on all facility mechanical, electrical, plumbing and HVAC equipment.
  •  Responsible for training, administering and monitoring Hold Card/Lockout Tag Out and confined space and utility safety policies.
  • Responsible for training of electrical, mechanical, plumbing, HVAC computer controls, Fire Panel controls, and our utility maintenance management system (CHAMPS).
  •  Budget and plan for physical access, equipment and facility project expenditures.
  •  Establish and recommend an annual and five-year projected equipment replacement schedule.
  •  Provide equipment technical specifications and assuring all requirements are met.
  •  Implement long-range planning for systematically improving MP&W properties.
  •  Draft and coordinate annual maintenance agreements for Buildings and Grounds, including HVAC, janitorial maintenance, lawn care, backflow prevention, fuel storage, fire protection systems and physical access systems.
  •  Maintain knowledge of NERC reliability Standards affecting the department and ensure departmental compliance of such.

Qualifications:

  • Associate of Arts Degree in applicable field or equivalent preferred
  •  Strong mechanical aptitude with a minimum five years practical building maintenance experience. Experience must include electrical, mechanical, plumbing, and HVAC aspects of building maintenance.
  •  Self-starter with 5 years building trades experience. Must provide have initiative to accomplish desired maintenance tasks through subordinates in the most efficient manner possible. Previous supervisory experience preferred.
  • Must be able to effectively analyze facility maintenance issues and take corrective action to minimize equipment downtime.
  •  Must have the ability to read building blueprints/schematics and technical manuals in order to make necessary repairs and updates.
