Performs any combination of laboring, equipment operation, semi-skilled building and mechanical trades assignments involving the maintenance and repairing traffic signals, street lighting equipment, premises and property of municipality and the provision of scheduled and emergency services within the Public Works Department. Maintains and repairs traffic signal equipment: replaces lamps; cleans lenses and reflectors; replaces broken and missing hardware; performs preventative maintenance and corrosion control.

Diagnoses malfunctions, and installs, maintains, operates, and repairs pre-timed semi-automatic, fully automatic electromechanical solid state and microprocessor controllers, minor movement controllers, pedestrian timers, detector amplifiers, conflict monitors.

Operates aerial bucket truck to replace components of traffic signals, including bulbs, lenses, wiring, fuses, and other traffic signal head parts.

Installs and maintains traffic signs and markers; pavement markings; maintains sign inventory; installs and repairs traffic lights; and other traffic control devices in accordance with the Manual on Uniform Traffic Control Devices (MUTCD).

Maintains inventory and maintenance records of installed signing, signals, and other traffic control devices.

Hangs signs and decorations on municipal facilities and premises using hand and power tools.

Spreads and levels earth, sand and gravel using public works vehicles, hand and power tools; lifts, carries and holds materials, cleans tools, equipment, materials and work areas.

Cleans and repairs catch basins, manholes, culverts and storm drains using public works equipment, hand and power tools.

Operates, services and maintains motor grader, endloader, backhoe, tractors, mowers, street sweeper and related public works equipment; assists Maintenance Mechanic in the repair and maintenance of public works and other municipal vehicles and related equipment; checks gas, oil and fluids; washes vehicles.

Removes snow and sands/salts streets and sidewalks using graders, dump trucks, endloaders, snow blowers and related equipment.

Drives trucks equipped with dump body, tanks and peripheral equipment to transport loose materials such as sand, gravel, crushed rocks and related materials to job site; loads truck by hand or by operating mechanical loader.

Erects barricades, fences and rails to protect the public from hazardous conditions.

Assists in flood control and related emergency situations.

Maintains and repairs buildings, equipment and facilities utilizing basic skills associated with the construction and mechanical maintenance trades.

Performs related work as required.

Regular work attendance is required.

TYPICAL QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS & ABILITIES
High school diploma or equivalent. Basic electrical knowledge. Any combination of general construction, repair, maintenance, equipment operation experience of at least two years in a road construction or public works setting. Possession of a valid CDL with air brake option. Knowledge of the materials, equipment, tools used in various public works maintenance and construction functions; knowledge of the operating characteristics of heavy and specialized equipment; ability to perform a variety of laboring and semi-skilled tasks in the operation, maintenance and repair of various types of public works equipment and building structures and premises. Ability to follow written and oral instructions; ability to understand potential hazards and learn safety precautions.

PHYSICAL CHARACTERISTICS OF WORK
Conduct outside work involving frequent standing and walking. Work involves lifting, pushing, pulling, carrying heavy objects and materials used in public works maintenance, solid waste removal and construction tasks such as intermittent periods of sustained physical activity involving climbing, crawling, bending, stooping and crouching. Eye/hand/foot coordination, manual and finger dexterity, acceptable hearing and related cognitive abilities.

The employee may be exposed to physical hazards from mechanical and electrical equipment and also sometimes working in hazardous areas under hazardous conditions. General Manager

The City of Creston Water Works is seeking a General Manager who is responsible for supervision, coordination and performance of the Water Works facilities, employees and equipment. The General Manager will be under the administrative direction of the City of Creston Water Works Board of Trustees.  The General Manager will plan, develop, coordinate and organize effective operation of all water works functions within the City of Creston, which includes financial, maintenance, operating and comprehensive planning for water production and distribution to the City of Creston and Southern Iowa Rural Water Association at point of delivery.

The General Manager will inform and advise the Board of Trustees of departmental needs. Oversee and recommend all departmental purchases and inventory management. Oversee overtime as needed. Participate in and recommend hiring, promotion, demotion, discharge or other disciplinary actions to the Board of Trustees. Resolve employee grievances according to Personnel Policy Manual and laws, rules and regulations as set forth by state and federal guidelines. The General Manager will be responsible for staff training, evaluations and duty assignments. Ensure safety compliance in all phases of work. Conduct formal performance evaluations.  Attend approved training to improve abilities, evaluate new ideas and receive necessary continuing education.

The General Manager will need to coordinate with City Administrator and department heads in preparation and execution of Capital Improvement Plan and function as the contact person and liaison officer of the City pertaining to the Creston Water Department. Work with and assist engineers on coordinating engineering and inspection of all Water Works projects. Assist the engineer in review of all plats, zoning requests and similar items submitted to the Planning and Zoning Commission as related to the activities of the Creston Water Works Department.

Submit timely reports as required by the state and federal authorities governing public water suppliers. Submit departmental bills timely for approval. Keep daily logs of hours expended by tasks and departments. The General Manager will need to be available 24/7 for off-hour emergencies and/or consultation and be able to respond if necessary. The City of Creston Water Works retains the authority to change the job duties at any time.

The City of Creston Water Works General Manager is expected to live within a five mile radius of Creston. Salary will be commensurate with experience. High school graduate or equivalent required; Associates Degree or higher in field relating to public water works preferred.  Strong leadership and management skills required. Five years in public water works preferred. Five years experience in a supervisory or administrative capacity preferred. Water Treatment Grade IV certification required, Water Distribution Grade III certification required, Wastewater Grade I certification required or be able to obtain the grades within six months from date of hire.

Utilities Superintendent

Due to the planned retirement of the current Utility Superintendent, the Board of Public Works/Falls City Utilities (FCU) is accepting applications for the position of Utilities Superintendent. Muscatine Power and Water is accepting applications for Lineman - Apprentice through Journeyman.  We are looking for candidates to help us continue the tradition of providing reliable electric service.  Our line crews are responsible for the maintenance and construction of an overhead and underground transmission and distribution system in our 24-square mile service territory.

Minimum apprentice qualifications include:

  • Graduate of powerline program or previous apprentice lineman work experience
  • Pole climbing experience
  • Ability to complete the company’s Apprenticeship and Training Program and on-the-job training to become a journeyman lineman 

Requirements for all candidates include:

  • Ability to work safely, communicate effectively, work in high or confined spaces, and operate heavy construction equipment.
  • Knowledge of overhead and underground materials, the fundamentals of electricity, and the mechanical principles as applied to rigging and the operation of tools and equipment.

Telecommunications Technician

Muscatine Power & Water’s Telecommunications utility is IMMEDIATELY seeking team-oriented, customer-focused Telecommunications Technicians to perform telecommunications system installations and associated tasks, including drop buries, minor troubleshooting, and repair/replacement of wiring, converters, modems and other system devices. The position will work with customers in performing installations, upgrades, and downgrades of service, including installation and setup of digital set-top boxes, cable modem, and PCs for Internet access and customer-owned equipment (VCRs, DVRs etc). 

Qualifications and Skills:

  • Must be able to operate diagnostic test equipment, including signal level and volt/ohm meters to troubleshoot service issues.
  • Minimum 1 year of education and work experience or equivalent work experience preferred.
  • Familiarity with computer software & hardware, ability to read and interpret design schematics of telecommunications system, and home-networking experience preferred.
  • Must be able to safely climb up to 28’ extension ladders, 12’ step ladders, and work from elevated platform or bucket trucks up to 50’, as well as work outdoors in inclement weather conditions.
  • Valid driver’s license with chauffeur’s designation or able to acquire Chauffeur’s designation within 90 days of hire required.
  • Must be available for overtime, with ability to work flexible hours as required/needed. This position requires ability to be on rotation for standby and primary residence maintained according to terms of MP&W Residency Policy.

Utility Line worker

The Bancroft Municipal Utility and the City of Bancroft are currently looking to fill the position of Utility Line Worker. The utility is seeking an experienced individual to work on electric lines, water and sewer systems. Three or more years experience working with high voltage lines and experience working with large scale generators is preferred.

  • Day to day operation and maintenance of utility electrical distribution system
  • Operation of diesel generators as needed
  • Working with other staff to Maintain a continuous, up-to-date inventory of all goods and supplies
  • Assist with all record keeping relating to municipal utilities operations
  • Assist with the completion of all regular reports including those required by state and federal agencies, NIMECA, the city council, and others as needed
  • Assist with water and wastewater systems
  • Assist the Street Superintendent to assure all duties related to streets and parks are completed.
  • Other duties as assigned

Job consists of a 40-hour workweek. Monday through Friday. However, during system disturbances and emergencies, longer hours will be required. Applicant must be willing to accept scheduled “on call” basis for weeknights and weekends, generally every other weekend, and have the ability to exercise tact and diplomacy in public contacts. Applicant must reside in the City of Bancroft or other location as approved by the Bancroft City Council. A candidate should have successfully completed a formal technical training program for utility line workers; graduated from an accredited high school or a vocational school; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Desired Qualifications for this position include:

  • A minimum of 3 years experience as an utility line worker.
  • Prefer certifications in Water Treatment, Water Distribution, and Wastewater License. If hire lacks these credentials, employer expects candidate to secure these within a reasonable time frame agreed upon at time of hire.
